Demonstrative Project Applying Investigation of Soil and Groundwater Pollution Potential in Operating Factories

In 2004, the Environmental Protection Administration (EPA) launched the investigation of potential pollution in soil and groundwater of factories in terms of enforcement projects to prevent factories soil and groundwater pollution from threatening national health and environment. The first phase of the screening procedure is to analyze the enterprises category, the manufacturing processes, and the features of the factories under control. The results are verified by comparing to the reported dossiers from the Industrial Air, Water, Waste, and Toxin Report and Management System as well as the Environment Management System (EMS) to confirm whether the factories operate any items controlled by the authority. And then the further survey would be conducted as a demonstration. With limited government resources, the feedback of rolling inspection and investigation would be applied as references to review the screening procedure; the prevention and management of factories pollution would be elaborated and launched as well. This plan collects the list of factories owned by industries with high potential of pollution and emphasizes on those factories with massive manufacturing processes. Firstly, onsite 80 factories are inspected and 25 factories are assessed and investigated. According to the results of the last investigation, exceedances of the Control Standards are found in 15 factories (about 60%), spreading in diverse terms. Moreover, exceedances of Soil Pollution Control Standards are found in 10 factories; exceedances of Groundwater Pollution Control Standards (II Class) are found in 9 factories. Not only the pollutants in investigated factories are confirmed, but the factories have been controlled by the Soil and Groundwater Pollution Remediation Act (SGPRA). During the investigation, traces of controlled pollutants as well as frequent situation of abnormal samples and water quality (19 factories in total; about 80%) are found underground. Therefore, the prevention of pollution of (waste) water equipment should be regularly advocated. This plan puts great attention on specific factories which constantly run major chemicals processes and gradually compiled the data of specific environment with emerging compound detected frequently; then the further pollution standards will be able to base on this information. Furthermore, we conceive the Lesson Learned spirit to adjust regularly and sort out potential pollution factories. Through this plan, the manufacturing process with high potential of pollution in groundwater and the manufacturing features will be obtained, which is efficient to restrain those illegal industries and reinforces their tendency against unlawful conducts. It not only eliminates pollutions in underground environment, but establishes the comprehensive fundamental of further factory prevention management and law amendment.
